Not Stepping off on a Throw to Second

Question?

A Baseball Fan from The Baseball Field asks:

Can a pitcher use a pickoff move to second without stepping off the rubber for a runner stealing from first early?

Most certainly, if runner is stealing 2nd, and the pitcher turns and throws to 2nd from the rubber without balking it is a legitimate play. Of course he does have to throw toward the base and not to a fielder not near the base. That would be a balk.
