Mercy Rules?

True or false: A game shall be declared over if after five a team is ahead by 10 or more runs or if after 4 innings a team is up by 15 or more runs?

This actually completely depends on the league the game is being played in. For example, there is no "mercy rule" in Major League Baseball so there is no limit that a team can win by. 

However, in Little League, the game is called if a team is winning by 10 after 4 innings in a 6 inning game, or after 5 innings in a 7 inning game. Leagues are also allowed to opt not to use this rule if they choose to.
