Passing Notes From The Stands

Eric from New York asks:

Can scouts pass notes to the dugout during a AAA ball game?

According to rule 3.09, "No manager, coach or playershall address any spectator before or during a game."

The way I read this is that, since I would consider a scout a spectator, they cannot pass notes into the dugout because that would be addressing them during the game.

This is the MLB rule but since MLB rules and minor league rules are so much alike I doubt that this rule would be different.
