Passing a Runner in Front in Little League

Question?

Myren Adkins from Erwin, Tenessee asks:

In Little League, when a runner passes the runner in front of them, what is the ruling and penalty?

If a runner (let's call him Runner A) passes a runner in front of him (Runner B), then Runner A is out.
